It appears you're right! We had discussed having functional markup codes at some point, but I guess that fell by the wayside.

Seriously, though, nothing to report yet. As mentioned elsewhere, none of us are programmers so we're entirely reliant on outside help for such things. Which means changes are likely to be slow in coming, then arriving all at once when then do.

I think it's just a case of downloading and unpacking the plugin into the /plugins/ folder, then enabling it in the admin options.
