I found both Goetia and Tormentum: Dark Sorrows very creepy.

If you like Visual novels one of my favorite spooky ones is Famicom Tantei Club Part II: Ushiro ni Tatsu Shôjo, its a detective story with supernatural vibes, i replay it every couple of years. If you can, play the fun translated version for the SNES, but there is also a modern remake for the switch. Some freeware horroresque adventure games i always adored are "5 days a stranger" , "urban witch story" and "Enclosure". Celtic horror games are  also super spooky, my favorites are the original Darkfall and Barrow Hill. A niche category probably unfamiliar to most here are Rpgmaker horror games,  you could try Ib and The Witch's House. Lastly if you are fond of Pixel horror try The Last door games

I'm not sure if it would count as 'spooky' since it's more full on horror, but I Have No Mouth, and I Must Scream is a personal favourite of mine. The short story that it's based on is worth reading too.

That's a great game and made by Cyberdreams which also did Dark Seed which is another great horror game with some of the best graphics for a horror game of the 90's.
