There's one coming up soon that looks great, called SOPA: Tale of the Stolen Potato. (Although technically most of it seems to take place in a fantasy realm, but still inspired by South America.)

Well you could claim that "Grim Fandango" is influenced by Latin America culture but i imagine you mean a real setting, so i think "Tango: The Adventure Game" maybe fits the bill

Mexico, 1921: A Deep Slumber

Interesting historical game that takes place after the mexican revolution, in a turbulent period of political instability.


Secret of Easter Island 

A very old game, almost prehistoric (published in 1983, on Apple II) where you  play an anthropologist who must prevent a devastating volcano eruption.
