I found this game on the internet archive - there are several other places where you can find a demo or even a (broken) version of the original. The demo has English voice acting, the _______ accents are pretty strong. 

   

So it's a little to the east from Croatia and the full game is not in English, you are playing hard . You can find lots of weird Polish games, I wonder If it's from there.

Looking at this guy's hat on the second screen, I don't think it's Polish.
My guess is: Russia, Ukraine or Belarus.

A little further was definitely an understatement, especially if you have to make the trip yourself. The biggest hurdle wouldn't be the distance, though.

That was a hard one! First checked for Polish games, then the hints led me to believe to be Ukrainian but couldn't find it. Then
I searched for "weird Russian point and click adventures" and was led to a reddit post discussing it. Jesus, I'll try to find and play it
